How to tell a real service area from a list of city names
Almost every roofing website in this region publishes a page like this one. Most of them are lists of towns typed into a template by a marketing company, with no crew, no license, and no permit history in any of them. A service area is only worth something if you can check it. Here is how to check ours, and everybody else’s.
Find the street address, then look at where it is
Ours is 1886 Winchester Ave in Martinsburg, and you are welcome to drive by it. A company serving your city from four hours away is not going to be pleasant to reach in February when a flashing detail lets go. Ask for the physical address before you ask for anything else.
Ask which license covers your state
A West Virginia contractor license does not authorize work in Virginia, and neither one covers Maryland. They are three separate regulators with three separate renewals. We hold licenses in Virginia, West Virginia, Maryland, Pennsylvania, and Florida, which is what makes a page like this legal rather than decorative.
Ask who pulls the permit in your county
A contractor who works in your county regularly can name the office without looking it up. Berkeley County, Jefferson County, the City of Winchester, Frederick County, Warren County, Loudoun County, and Washington County in Maryland all handle this differently. If nobody pulled a permit, nobody inspected the work.
Watch for the deductible offer
In West Virginia the Storm Scammer Consumer Protection Act at WV Code section 46A-6M bars a contractor from paying, waiving, rebating, or absorbing your insurance deductible. Virginia and Maryland treat it the same way. Anybody who opens with that offer in any of these cities has told you what kind of company he runs.
Ask what happens on the callback
Storm crews follow the weather. They work a county hard for six weeks and leave, and the phone number on the contract stops connecting to anyone who was on your roof. We have been family owned here since 2016, and the number below is the same one you call the following spring.
Ask whether the crew is local to the job
Distance is not just a response time question. Crews that work a region every week know which subdivisions have plank decking, where the ice dams form, and which roof pitches the county inspector looks at twice. That knowledge is the reason our list stops where it does instead of covering half the mid Atlantic.
The Eastern Panhandle, where we are based
Berkeley and Jefferson County are home. Our shop sits in Martinsburg, our crews live here, and the majority of the roofs we put on in a given year are inside these two counties. Freeze and thaw cycles at the eave, wind uplift on the exposed ridge lines out toward the county line, and a downtown full of older homes with plank decking are the three things that shape almost every job in the Panhandle.
Berkeley County
Martinsburg is the county seat and our home city. Permits and Inspections handles the roofing row on the county application, and the housing runs from Victorian era stock inside the city to newer subdivisions spreading south along US 11 and the I-81 corridor toward Inwood and Bunker Hill. The warehouse and manufacturing corridor through Tabler Station is most of the low slope commercial work in the county.

Jefferson County
East of Martinsburg toward the Blue Ridge. Charles Town is the county seat, and Jefferson County holds a heavy share of the region’s historic housing, which is why slate, metal, and specialty work come up here more often than they do in a county subdivision. Kearneysville sits between the two, with newer construction filling in along the WV 9 corridor.
The northern Shenandoah Valley and Loudoun
Virginia licenses contractors through the Department of Professional and Occupational Regulation, and roofing is a specialty classification under that license. We hold one, which is what lets us run crews south of the state line legally. Winchester is a city we serve, not where we are based. Our address is in Martinsburg, and we say so on every page rather than renting a mailbox in a market we want to rank in.
City of Winchester and Frederick County
Winchester is an independent city surrounded by Frederick County, so which office issues your permit depends on which side of the city line your house sits on. The Old Town district is full of nineteenth century roofs with steep pitches and original slate, while Stephens City and Middletown to the south mix historic town centers with newer development off US 11 and the I-81 exits.
Warren County
Front Royal sits where the two forks of the Shenandoah meet at the north end of Skyline Drive. Steep terrain, heavy tree cover, and the wind that funnels through the gap mean storm damage here tends to show up as impact and debris rather than as a slow leak. That is a different inspection than the one we run on a flat lot in the county.
Shenandoah County
Strasburg is the southern end of our valley coverage, at the junction of I-81 and I-66. Older town stock along Queen Street, farm buildings and standing seam metal barn roofs out in the county, and enough distance from the Panhandle that we schedule this work rather than treat it as a same day run, except on emergencies.
Loudoun County
Leesburg is east of the Blue Ridge and is the fastest growing market on this list. Loudoun County enforces its own permitting and has architectural review inside the Leesburg historic district, which changes what you are allowed to put on a roof there. Ask that question before you pick a material, not after.
Across the line into Washington County
Maryland licenses home improvement contractors through the Maryland Home Improvement Commission, a separate regulator with its own registration and its own consumer protections. We carry a Maryland license, so work in Hagerstown runs on the same paperwork standard as work at home in Berkeley County.
Washington County
Hagerstown is the county seat and sits north of Martinsburg on the same I-81 corridor, which makes it a straight run for our crews and our material deliveries. The city carries a large stock of older brick homes with steep roofs and original slate, plus a substantial commercial and warehouse market along the interstate that runs to single ply membrane and coatings rather than shingles.
What is different about a roof depending on where it sits
The materials are the same in all twelve cities. What changes is the building underneath them, the office that inspects the work, and the weather that gets at it. These are the differences that show up on an estimate.
Plank in the old towns, sheet goods in the county
Downtown Martinsburg, Old Town Winchester, Charles Town, and central Hagerstown are full of houses with board decking under the shingles. County subdivisions in Inwood, Stephens City, and Kearneysville are plywood or OSB. Board decking is where the estimate most often changes once the old roof comes off, which is why we show you the deck before it gets covered again.
Freeze and thaw is worse the higher you go
Front Royal and the western edge of Shenandoah County sit against the mountains and hold snow longer than the valley floor at Inwood. Self adhering membrane at the eaves and in the valleys is not an upsell on those roofs. It is the layer that keeps backed up melt out of the ceiling.
Gaps and ridge lines take the uplift
The gap at Front Royal, the exposed ridges along the Berkeley and Frederick County line, and the open ground near the I-81 interchanges all see wind that a sheltered lot in town does not. Starter course and fastening pattern are what hold the first row down, and they are the first thing we look at on a storm call.
Some districts limit what you may install
Old Town Winchester, the Leesburg historic district, and the older blocks in Charles Town and Hagerstown can carry review requirements that govern material and color. Settle that before you choose between slate, metal, and asphalt, because a contractor who never asks the question is one who has never worked the district.
Seven offices, one job type
Berkeley County, Jefferson County, Washington County in Maryland, the City of Winchester, Frederick County, Warren County, and Loudoun County each run their own permitting and inspections. We pull the permit for your jurisdiction rather than skipping it and hoping nobody checks the record later when you sell.
The commercial corridors run along the interstate
Tabler Station, the Hagerstown industrial belt, and the retail built around the I-81 exits are flat roof markets, not shingle markets. Those buildings get single ply membrane, coatings, or structural metal, and they are inspected and priced on a completely different basis than a house.
Distance changes the schedule, not the standard
Martinsburg, Inwood, Bunker Hill, Kearneysville, and Charles Town are short runs from the shop. Winchester, Hagerstown, and Stephens City are longer. Front Royal, Strasburg, and Leesburg are longer still and normally get a scheduled appointment. Emergencies are handled as emergencies in all of them.

Are you licensed to work in Virginia and Maryland, or only West Virginia?
We are licensed in Virginia, West Virginia, Maryland, Pennsylvania, and Florida, and we are bonded and insured. Those are separate licenses from separate regulators, because a West Virginia contractor license does not authorize work in Virginia and neither one covers Maryland. Ask any roofer bidding across a state line to show you the license for the state your house is in.

Yes. Berkeley County, Jefferson County, Washington County in Maryland, the City of Winchester, Frederick County, Warren County, and Loudoun County each run their own permitting and inspections, and we pull for whichever one covers your address. Skipping the permit hides the work from the record, which becomes your problem rather than the contractor’s when you sell the house.

Call and ask. The cities above are where we work regularly, so those are the ones we are willing to put in writing. If you are just outside that footprint we will tell you honestly on the phone whether we are the right company for your roof or whether you are better served by somebody closer.

Do you do commercial work everywhere you do residential?
Yes. Single ply membrane, restoration coatings, and structural standing seam run across the same footprint as the residential side. The heaviest low slope demand sits along the I-81 corridor, in the Tabler Station area south of Martinsburg and through the industrial belt around Hagerstown, but we quote commercial buildings anywhere on this page.
